Description of the Prop 28 arts education programs funded 

In November 2022, California voters passed Proposition 28, the Arts and Music in Schools (AMS) Act, which provides ongoing annual funding for arts education. For the 2023/24 school year, California public schools will receive $938 million to support arts programs.

Prop 28 presents a valuable opportunity for schools and districts to enhance arts education across dance, media arts, music, theater, and visual arts at all grade levels. Site administrators will collaborate with staff, students, and the community to develop plans that strengthen existing arts programs.

Principals received clear guidelines for using Prop 28 funds. State law requires that at least 80% of the funds be allocated to hiring certificated or classified staff for arts instruction, with the remaining 20% available for training, supplies, materials, and arts education consultants or partnerships. Principals were also provided with a planning template to gather stakeholder input, evaluate current programs, and plan for unmet needs.

Throughout the 2023-2024 school year, we focused on strategic planning and gathering input from staff, families, and the community. School sites ensured that new plans supplemented, rather than replaced, existing arts programs while awaiting further regulatory guidance on fund allocation.

Moving forward, elementary schools will focus on arts integration, using 20% of the funds for materials and supplies.
